Slic is one of Google Map's Favorite Places.

Potsdam, NY – January 11, 2010 – Slic Network Solutions has been identified as one of “Google Maps Favorite Places.” The honor was bestowed to the 100,000 top most searched businesses listed in their Local Business Center.

The award included a window decal that businesses can display containing a QR Code (see image below), also known as a 2D bar code. Visitors can scan this code with their camera phone using any of a number of free scanning applications such as Semacode or NeoReader which will then automatically load the mobile version of Google's listing of the business. From there, you can get driving directions to/from the business, view more details about the business, see consumer reviews, be redirected to their website or automatically dial the business' phone number.

QR Codes are used widely in Japan where they originated. There, the majority of cell phones have code readers built in and the codes are used for just about anything including viewing updated schedules at bus stops and in print advertisements to redirect viewers to more on-line content.

“This is pretty cool technology to have and the uses for it are virtually limitless,” said Jeff Yette Slic Network Solutions Sales Engineer. “We plan on using the codes in some upcoming ads and printed material in hopes the idea catches on here in the states,” Yette added. From a marketing perspective, you can include a QR code as small as 1” square which can than display volumes of additional on-line information on a customer's cell phone.

Businesses that wish to learn more about Slic Network Solutions’ services can contact Jeff Yette, Sales Engineer at 315-274-9022 or by e-mail: sales@slic.com

Update

January 6th, 2010 @ 5:02pm

A pick-up truck struck a telephone pole in the Brasher Center area cutting Slic Network Solutions' fiber optic line connected to its phone switch. This caused service issues for many of their customers.

The accident occurred shortly before 3:00pm. The location of the accident and cut was discovered around 3:15pm at which time repair crews went on site to begin work on the issue.

Service was restored at 5:02pm with a handful of customers in the Massena area remaining without services until 5:25pm. Service has been restored to 100% of Slic's customers at this time.

This was very similar to the Verizon's 12/22/09 issue that affected their customers in Massena, Waddington and Madrid.

We're hopeful the driver of the vehicle is okay, but we have not received word at this time.

NETWORK MAINTENANCE

December 11, 12, 18 & 19

DANC, an underlying carrier of some of Slic Network Solutions services,  is performing maintenance/upgrades to their network beginning 10pm Friday (12/11) and ending 2pm Saturday (12/12).  During this process a reboot of some of their equipment may be required which will cause a brief interruption in some of our services.  This interruption, if it occurs will last only 2 - 5 minutes in duration.

DANC will perform a second phase of the upgrade the following weekend (10pm 12/18 to 2pm 12/19) which may result in a similar brief interruption.  We appreciate your patience and understanding where this matter is concerned and assure you that we will be monitoring our services closely during these times to assure minimal service interruptions.

WARNING - "Phishing" email sent to some Slic customers

September 2009 - Potsdam

Some Slic customers have received an email from "SLIC MAIL ADMINISTRATOR" or "SLIC BILLING DEPARTMENT" informing users to "confirm your E-mail (account) by filling out your Login Information" stating " your account will be suspended within 24 hours."

Please be advised this is a bogus email (not actually sent by Slic Network Solutions) in an attempt to "phish" user information which would then most likely be exploited in some way. If you have replied to this message with your information, you should contact our Customer Service department by calling  (877) 754-2266 (option 1) and select a new password for your email account(s).

As a general warning you should never send passwords, credit card information, or other sensitive data via e-mail.

Here is a short video that provides a "plain english" explanation of phishing.

The abuse emails mentioned in the video are:
reportphishing@antiphishing.org and spam@uce.gov

E-mail Server Upgrade

September 14, 2009 - Potsdam

We are in the process of upgrading our email server to provide our customers with better service. Not only is this a newer, faster computer, but it is also a brand-new program called "Magic Mail" which will provide better spam and virus filtering.

All "@slic.com" email addresses have already been migrated to the new server as of 8:00am 9/14/09. Our domain hosting customers will be contacted before your e-mails are migrated to the new server.

Customers that receive their mail in a standard e-mail client (Outlook, Outlook express, Microsoft Mail, etc.) should notice virtually no change - other than a reduction in the amount of junk mail. Customers that use webmail will notice a major change in the look and feel of the application. There is also a calendaring application that is available through the webmail interface.

Domain hosting customers that still access to webmail should continue to use the old webmail application available at http://webmail.slic.com/webmail

If you have questions about the migration of your domain email, please direct them to migration@slic.com. If have any technical questions about the new service, please direct them to help@slic.com or use the online form.

WARNING - "Phishing" email sent to some Slic customers

August 2009 - Potsdam

Some Slic customers have received an email from "SLIC BILLING DEPARTMENT" that is informing every webmail user to "confirm your account by filling the space below" with your User name, password, date of birth and your country information" which it states is necessary to "verify your account."

Please be advised this is a bogus email (not actually sent by Slic Network Solutions) in an attempt to "phish" user information which would then most likely be exploited in some way. If you have replied to this message with your information, you should contact our Customer Service department by calling  (877) 754-2266 (option 1) and ask to have your password reset.

NOTE: As an unfortunate coincidence, Slic Network Solutions is in the process of upgrading our e-mail server (both hardware and software) to provide better features and more secure virus and spam filtering. Some of our domain hosting customers may be contacted to confirm their account information, but users with an "@slic.com" email address should not have to share information with us at this time.

Potsdam Summer Festival Recap

July 2009 - Potsdam

This year's free Wireless Internet and Webcams saw similar activity as compared to the previous year with a trend toward mobile media.

Overall the slic website was visited by just under a 1,000 people - a slight drop from last year creditted to scheduling conflicts which prevented us from getting the webcams up at the beginning of the festival.

Over three quarters of the viewers used Internet Explorer (78%) with other notable concentrations of Firefox users (13.47%) and Safar users (5.8%). The majority of the people were Windows users (90.57%) followed by Macintosh (5.6%) with the remaining using a mixture of Lunix, Unix and iPod/iPhone.

The site and cameras were viewed in over a dozen different countries including Canada (9 viewers), India (5 viewers), Germany & Sri Lanks (3 viewers each), Serbia (2 viewers) and 1 viewer each from Taiwan, United Kingdom, Russia, Italy, Belgium, Tunisia, Netherlands, Morocco, and Vietnam. There was an obvious concentration in U.S. specifically the northern part of New York state.

The iPod/iPhone stat and mobile browser resolutions registered enough hits on the site to show up as a "blip" on Slic's radar. "We're keeping an eye on this trend and will mostly have a mobile version of our website available in the near future," said Jeff Yette - Slic's sales and marketing coordinator.

Saturday's "Tech Tent" saw a dramatic increase in visitor traffic this year. Clarkson's hands-on robotic demos and the Wii Bowling contest proved to be popular attractions. The tech tent, which was schedule to remain open until 5pm, did close early this year due to severe weather ... high winds and an heavy rains begin around 3pm and most vendors were using some type of electronics which are easily damaged in electrical (lightening) storms and as such most were interested in protecting their equipment and staying dry themselves. One interesting note - the Clarkson robots group was traffic weather radar via the Slic wireless connection and kept other vendors advised as to when the severe weather was likely to hit ... their predictions gathered from online sources were accurate within a few minutes.

If you have any questions about the Summer Festival or any of Slic's services, please contact our customer service department by dialing (315) 274-9100 Option 1 or (877) 754-2266.

New Billing System

October 23, 2008 - Potsdam

Notices were mailed to our customers yesterday informing them of a new billing system we'll begin using November 1. This part of our continued effort to bring quality services at affordable rates and provide additional opportunities to “go green.”

While most information will remain similar to previous invoices, there are few changes as follows:

  • Customer will have a new account number which they should take note of
  • Some Internet Package names have change to simplify them
    • Home Gold is now Premium Internet
    • Home Platinum is now Premium Internet (Annual)
    • Home Diamond is now Basic Internet
    • Home Platinum Diamond is now Basic Internet (Annual)
    • Mail Hound (Monthly) is now Email Filtering
    • Mail Hound (Yearly) is Email Filtering (Annual)
  • Automatic Credit Card/Bank Draft Payments will now be processed on the 20th of each month instead of the first.
  • Walk-in payments that require change or a receipt will no long be accepted at the Potsdam office (there is a drop-box available for payments in the exact amount)
  • Walk-in payments that do require change or a receipt will be accepted at our Nicholville Office
  • NEW Online Payments - customers can now “go green” with the added benefit of viewing statements and making payments online with a credit card, debit card, or checking account. To do this, go https://billing.slic.com/qdsebpp/app/login.asp and login with your new account number and password (these were mailed to you)
  • Lastly, we have centralized our customer service department which means that we have closed the walk-up window at our Potsdam office. As we have already mentioned, there will be a drop box to make payments at that location. This also means that we made changes to some phone numbers. Please note that the (315) 265-3400 is no longer a valid number for Slic Network Solutions. Customers that wish to call us “locally” can do so by dialing (315) 274-9100 and pressing Option 1 for Customer Service or Option 2 for Technical Support. If you are unsure if this is a local call, you can continue to use our toll free number (877) SLIC-COM (754-2266), but menu options have changed so please listen carefully when you call.

If you have any questions about these changes, please contact our customer service department by dialing (315) 274-9100 Option 1 or (877) 754-2266.

“We are very excited about all of the technology that we will be able to highlight at the Summer Festival," said Phil Wagschal, President and General Manager of Slic.  "The webcams are a bit of an unknown for us as we haven't settled on the mounting locations but we are enthusiastic to try something new and enhance the overall experience of the Summer Festival."  The Webcams will be accessible from a link on the Slic website (www.slic.com).

Slic is proud to be participating in the "Tech Tent" - a new feature for this year's Potsdam Summer Festival which will be open from 9am-5pm on Saturday July 12th in Ives Park behind the Clarkson Inn.  Slic will have demonstrations of the new UC500 Unified Communication System from Cisco which provides Phone, Video, Secure Internet, Voice Mail and Chat in a single small-form factor device.  Technicians will also have fiber-optic splicing equipment on site and will be holding scheduled demos throughout the day.

2007 Progress Report .
January 2007 - Slic Network Solutions is thrilled with progress in many of areas of the business.  2006 brought new services, new relationships, new customers and new organizational developments to this St. Lawrence County company.

New Services: As the New Year got underway, Slic informed customers and the general public of the company’s newly expanded service menu which includes business class voice communication services to St. Lawrence County communities including Canton, Potsdam and Massena.   Like never before, business consumers can choose to partner with a local provider to improve service options and lower costs.  By utilizing Slic’s own fiber optic cable and high-tech telecom switching system, businesses are offered flexible solutions.  New services include great rates for local, long distance and international calling, as well as high speed data and Internet connections.

New Relationships: The informational campaign was a success!  Both existing customers and newcomers accepted invitations from the local telecom company to perform detailed analyses of their voice and data requirements.  Through these analyses Slic sales representatives found many businesses pay measured rates for local calls; they pay high rates for International calls (including calls to Canada); and many don’t realize how fees and surcharges truly add up to big costs at the end of the year.  Slic then highlights areas where businesses will save by making a switch to the local provider’s services.  The savings were attractive to existing and new customers alike, which launched new, expanded service relationships with many.

New Customers: Slic’s offer for savings and customized packaging is attractive to businesses in several industry segments.  For the retail operation, Slic offers a very attractive small-scale package that gives businesses just the voice and Internet connectivity they need while keeping their monthly cost low.  For service bureaus (ex. accounting, legal, medical) who rely more heavily on telecommunications for day to day operations, Slic offers a very robust line-up complete with options for voicemail, calling features, and service back-up that businesses can rely on.  The key for many new customers is that Slic Network Solutions will customize service packages to meet their unique requirements, and they make switching a no hassle, no headache process.  A personal account representative ensures that new customers experience a seamless transition.

New Developments: In 2006, Slic Network Solutions was extremely fortunate to welcome Jeff Yette back to the company’s sales team.  As Sales Engineer, Jeff will lead the company’s outreach and sales efforts with new and existing accounts.  Jeff is no stranger to Slic.  He began with the then young Internet company more than 8 years ago.  Jeff helped develop Slic’s technical support division which later grew into a separate company, now called Fused Solutions.  Jeff worked to develop much of the technology and customer relationships that exist at Fused Solutions today.  Jeff was recruited to Slic because of his in-depth understanding of the company’s service offering and his unique ability to provide one-on-one service to customers.  In his new capacity, Jeff welcomes the opportunity to meet with existing and potential business customers to discuss service opportunities.  To speak with Jeff or schedule an onsite appointment, contact Slic’s customer service office at 1-866-261-7518.To better serve Slic’s growing number of business customers, the company now offers a new web site.  Located at www.slic.com, visitors are greeted with a new look and feel which allows easier navigation of the information provided.  In addition to service descriptions, announcements and general company info, the site offers online access to account information for existing customers.  Business account managers can check payment status, review services, and download historical invoices.  The online account feature is very convenient for accounts payable departments or others responsible for managing a business. To learn more about any of Slic Network Solutions product or services, visit their new website at www.slic.com today; or contact the Customer Service office at 1-866-261-7518 to speak with a representative today.

2006 Progress Report
January 2006 - Slic Network Solutions Offers Local Option for North Country Businesses

Businesses in Potsdam, Canton & Massena can now choose to partner with a local provider to improve service options and lower cost.  Slic Network Solutions has launched new, bundled services for local telephone service, long distance calling, and high speed Internet to businesses in the downtown districts of the communities listed above.  By using Slic’s own fiber optic cable and high-tech telecom switching system, businesses are offered flexible solutions.  “As an example, some customers are simply interested in improving the service they receive by choosing a provider with a local presence.  We can do that,” company president Mark Cornett explains.  “Others may be looking for a solution with a more unique set of needs.  We actually find the later to be more common.  As a North Country business, our specialty is the ability to understand the unique set of needs that fellow businesses face.  Our ability to respond with procedures that help them find an affordable solution to what they are looking for is what sets us a part from other players.”

Slic Network Solutions continues to support the communication and information technology needs of St. Lawrence County’s largest organizations including medical, educational, financial and municipal institutions.  Network construction took place in all three communities in 2005 in preparation for the company’s Competitive Local Exchange Carrier operation which is now underway.  Service is widely available through the downtown districts of the three communities, with plans to serve additional locations as demand for service increases.

In addition to preparing for launch of telephone services, Slic has also responded to a growing demand from organizations to obtain wide area network solutions.  In campus-like environments, organizations find they need to connect one or more locations in order to share voice and data traffic.  In some cases locations are several hundred feet a part and in others they are several miles a part.  Organizations would like an alternative to the limitations they encounter when using traditional telecom services.  As a solution, Slic can provision end-to-end fiber optic or copper cable, and in some cases wireless connections, in a variety of service arrangements.  In build-to-suit scenarios, Slic can provide Ethernet circuits, leased dark fiber or in some cases the businesses own a private network.  The opportunity to the business is that they can operate among several facilities and enjoy the economies of sharing data as if they were all in one.   It also gives organizations peace of mind knowing they are investing in a solution that is scalable to meet the expansion needs of their IT and telecom requirements in the future.

Slic Network Solutions thanks all those they have served in the last decade.  Their local, professional staff members are available to assist your company to make the purchasing decisions that are right for you.  Their state-of-the-art technology will put your telecom dollars to work, so that you can enjoy a superior communications experience.  To learn more about any of Slic Network Solutions product or services, contact the Customer Service office at (877) SLIC-COM to speak with a representative today.

Brasher Falls, New York, October 1, 2003 - Residents at LBSH senior housing complex are now be able to stay a little closer to their loved ones through the benefit of the world wide web. Through a unique partnership that includes Slic Network Solutions, Inc., Nicholville Telephone Company, Northern Merchant Services, Inc., St. Lawrence-Lewis BOCES, St. Lawrence Central School and LBSH senior citizens housing development in Brasher Falls, residents now have the opportunity to obtain their very own email address, send and receive email messages, surf the web or simply pick up a few computer skills.

Through Nicholville Telephone's DSL service and Slic's web email service, seniors can log on from the new computer lab in the community room at LBSH to enjoy the wonders of the Internet. The seniors will use Slic's Web Mail function available right through the home page www.slic.com. To access their email, they simply go to www.slic.com , enter their email address and password. Instantly they can download new email, view old email, send messages and manage email folders. This service is available to all Slic customers and can be accessed from any online computer.

All the necessary computer hardware, peripherals, software, technical support, installation and service have been donated by the participating partners. Senior high school students from St. Lawrence Central will begin mentoring senior residents in their discovery of computers and the Internet. Teacher and students will assist residents by developing step-by-step manuals available for residents to use on their own, and students will be available for one-on-one instruction during lab hours.

" This really is a natural fit," explains Laura Perry, Slic VP. "The Internet today offers a wonderful opportunity for seniors to stay in touch with those they love and each partnering agency was able to help make it happen. I'm just glad Slic had the opportunity to participate in such a valuable way." says Perry.

After several months of planning, the new program was launched October 1st during an open house at the community room. About five LBSH residents attended to learn about the program. At the open house, Slic began helping interested residents sign up for their new email accounts immediately, and soon after students started their hands-on instruction. The new program will continue through out the school year.

Massena Chamber Now High-Speed

Massena, New York, July 29, 2003 - The Massena Chamber of Commerce is now enjoying high-speed Internet surfing as the newest partner in Massena's high-speed connection service with Slic Network Solutions.

Up until now, the Chamber's three employees shared a single Internet connection on the small business' fax line in order to complete daily acclivities, including email and research. This caused congested activities within the office and limited the Chamber's ability to stay in touch with chamber members. As email and Internet based information increased in importance, it became clear the Chamber needed to go to Slic's broadband service in order to keep up. The new service installation is a part of a multi-phase technology upgrade. In the fall, the Chamber will be installing new PC's and the new SlicConnect connection is an obvious fit.

With SlicConnect, the Massena Chamber is flying high with an 'always on, always ready' connection to each Chamber staff member. Slic technicians installed the new service on July 23, 2004 and already Chamber Director, Paul Haggett has seen the benefits. "It's great not having to ask others to disconnect so that I can use the Internet!" he exclaimed after just one day of service. "It was immediately clear that this was a much faster Internet solution than dial-up. It took considerably less time to download e-mail and to surf the web. It is also great to know that our fax machine is not tied up when we are on line." There were a few initial issues with sending email Paul admits, "but those problems were quickly taken care of using Slic's tech support."

Slic Network Solutions is now scheduling installations for service to Massena Chamber members now through August. The company is offering several different packages and is glad to speak with other interested partners in the community. If you wish to contact them, please call 328-9038.

2003 Progress Report
January, 2003 - Slic Network Solutions was extremely active in 2002 building fiber optic network infrastructure in communities throughout St. Lawrence County with plans to continue expansion in 2003. All of this new development will mean more service options and an improved operating environment for businesses throughout St. Lawrence County.

Massena - Since Slic built a five-mile network in Massena in 1998, community educators, elected officials and businesses have come to understand the potential this high-speed technology can mean for their community. In a technology forum Slic co-sponsored in the Fall, attendees heard how Massena Central School has used the network to implement more programs for students, teachers and administrators than ever expected. School functions at several levels have been positively impacted - including the way attendance is taken and the way teachers interact with parents. Both Town and Village of Massena elected representatives have made a strong commitment to implement uses of fiber optic technology for the benefit of its municipal operations and ultimately services to tax payers. They see how high-speed communications between operations will result in shared services, lower costs and improved performance. Massena is recognized as a leader of education and economic development - and Slic is proud to partner with this community to carry on that legacy.

Potsdam - Slic engaged in fiber optic construction in Potsdam for the last half of 2002 and into 2003. Starting with the Clarkson University downtown campus, Slic installed 4,400' of fiber optic cabling into seven (7) buildings on the downtown campus. This fiber optic network will enable the seasoned Internet company to deliver broadband Internet services to building occupants. In addition to the campus network, Slic installed 3-miles of fiber optic cable throughout Potsdam's downtown to connect several Canton-Potsdam Hospital, Village of Potsdam, Potsdam Central School and other end-user locations to the high-speed network. "We are thrilled that Canton-Potsdam Hospital and others have chosen to partner with the local provider. It proves their faith in our ability to deliver," shares company vice president Laura Perry. The Potsdam-based company takes its relationships with key partners very seriously. Without those solutions-based relationships with its customers, Slic would be just another service provider. Instead, Slic focuses on designing a service-solution that fits with our partner's network environment today and tomorrow.

Talks are underway with more potential partners in Canton and Governor, as well as additional development in Potsdam and Massena. "We are excited by the opportunities that lay ahead. We are receiving positive feedback from key partners and that's what it's all about for us," says Perry.

Slic/Massena Formalize Partnership
Massena, New York, January 27, 2003 - The community of Massena has committed to a five-year service agreement with network service provider, Slic Network Solutions, Inc., where by the local company will provide dedicated data connections to each of the municipalities' 16 locations. In the earliest phase, the dedicated data connections will be used to deliver services like high-speed Internet and email to end-users at each of the listed locations. As the Town and Village expand software applications used to manage operations internally, the network will become even more instrumental in building efficiencies into their systems.

Slic Network Solutions, Inc. installed a five-mile fiber optic network in the Massena community more that 4 years ago. Since that time, the Massena Central School has utilized high-speed connections between each of the schools to create a cross town Local Area Network. The school has found the high-tech connectivity extremely valuable to its operations. Soon Slic Network Solutions will install head-end equipment manufactured by Alloptic. The head-end equipment will allow high-speed data connections and bandwidth to be delivered to locations on the fiber optic loop and beyond. By utilizing a combination of 'wireless' and 'wireline' technologies, locations across the community of Massena will now be eligible to receive service.

"Slic is thrilled to be the chosen partner in this process. We are confident that the technology selection and the investments will reap huge rewards for the community of Massena. We are already seeing heightened interest from our business partners in the community. We look forward to deploying the service throughout the network," shares the company's Chief Technology Officer Phil Wagschal.

Slic to Build Potsdam Fiber Optic Loop
August 26, 2002 - Slic Network Solutions, Inc., a division of Nicholville Telephone Company, announced today construction of a fiber optic network will begin in Potsdam this fall. Recent developments in telecommunications and consumer demand enable Slic Network Solutions to invest in a 3-mile fiber optic network in the Potsdam community.

The fiber optic network will expand telecommunications services available to multi-location organizations. It is designed to serve the data transmission needs of Slic's existing and future commercial customers. Soon new technologies will enable Slic to deliver Internet, data, voice, and video service options over the self-owned network.

"This is a great opportunity for Potsdam," shares Laura J. Perry, Slic Network Solutions' director of public affairs. "Up until now, telecommunications services to commercial customers have been constrained because of costly access to the incumbent service provider's network. By installing a new fiber optic network, Slic will own 100% of the customer's network connection enabling us to drive the quality of service delivery from origin to destination. We believe this will result in a higher standard for telecommunications in Potsdam."

Canton-Potsdam Hospital will be the first to receive service through the new network. "This is an opportunity to advance our vision of incorporating advanced information technologies in our patient care operations," said Canton-Potsdam Hospital Chief Information Officer Stephen W. Potter.

The Hospital will use the new network to connect several locations in Potsdam, including the main Hospital campus, the Center for Health Sciences, physician offices at 190 Outer Main Street, PrimeCare on Elm Street and the Warner Cancer Treatment Center. The Hospital will also use the local network as a conduit to connect with fiber optic lines to locations outside the village.

Transmission of data is an ever-increasing need in health care. The move to digital radiography is dramatically expanding the need for fiber optic capacity. For example, high-speed linkage between the Warner Cancer Treatment Center and the Hospital will allow images from CT scans to be directly integrated into three-dimensional treatment planning. Another growing use is to allow physicians in their offices to be able to access digital images of x-rays and other patient imaging exams.

The Hospital has broad data transmission needs, including connections to Hospital services in Richville, Norfolk, Norwood, and Canton. Hospitals in Star Lake, Gouverneur, and Lowville are linked to the Canton-Potsdam Hospital Meditech information system. The digital imaging storage and communication system links the Canton unit, several hospitals, radiologists, and referring physicians are all linked by high-speed connections to the digital imaging storage and communications system at Canton-Potsdam Hospital.

Slic is making plans to connect other organizations in the community. "Our in-house technical expertise combined with our company-owned network facilities in other parts of St. Lawrence County will enable us to deliver superior service solutions improving performance for small businesses in the region," explains Perry.

"Slic Network Solutions is committed to serving the communication needs of our customers. Building this fiber optic network is a demonstration of our ability to deliver on that commitment." Perry and other company representatives are speaking with community members and business leaders to identify additional organizations that will benefit from the new fiber optic network.

Canton-Potsdam Hospital noted that it joined in the Slic network for several reasons. "This gives us high-speed connections within the community that we did not have before, and continues our linkages to other areas, all without increasing our networking costs," said Mr. Potter. "It helps get something started here in the community that can contribute to the community's economic advancement. And, as the regional DANC network grows, we will be ready to link to that structure."

Slic Network Solutions plans to begin construction next month, and is slated for completion by January 1, 2003.
